The Settlement Conferences As Defined By The Maryland Family Law Article.
“Settlement conference” means a conference at which the parties, their attorneys, or both appear before an impartial individual (In The Circuit Court For Baltimore County, a retired judge; In the Circuit Court for Baltimore City, Sue German or a prominent local attorney) to discuss the issues and positions of the parties in an attempt to agree on a resolution of all or part of the dispute. A settlement conference may include neutral case evaluation and neutral fact-finding, and the impartial individual may recommend the terms of an agreement. MD Rules, 17-102(L).

The Flow Of Towson Settlement Conferences.
- Lawyers meet with a retired judge in chambers without clients. In Baltimore County, this might be Judge Martin, Judge Byrnes or Judge Turnbull. They might discuss disputed issues, numbers, client positions, and progress with the discovery process.
- Judge gives feedback for careful consideration. Usually, the lawyers take the retired judge's feedback to the clients and then, perhaps, talk in the hallways. Sometimes, a Judge might speak with each attorney/client pair individually and separately. The idea is to spark a productive dialogue.
- The Outcome. If a settlement is reached, the Judge will place the settlement on the record. If no settlement is reached, the trial will be scheduled and possibly a second settlement conference.
